The appellants, Affiliated Construction Trades Foundation and Bruce Tarpley, its President, appeal the January 22,1996, order of the Circuit Court of Kanawha County granting the motion for summary judgment of the appellees, the Regional Jail and Correctional Facility Authority and its Executive Director, Jack Roop, in a declaratory and injunctive relief action brought pursuant to West Virginia’s Freedom of Information Act, W.Va.Code § 29B-1-1 et seq., in which Affiliated Construction Trades Foundation requested the circuit court to declare that it is entitled to copies of…
