SCHILLER, District Judge.

This case reveals the potential problems that accompany the generally salutary effects of fee-shifting statutes. While fee-shifting provisions are intended to facilitate the pursuit of claims that vindicate both individual rights and the larger public interest, they can be misused when they become a mechanism for obtaining large attorney’s fee awards in cases with de minimis returns for the client and society in general.
