By this CPLR article 78 proceeding petitioners seek to validate for placement on the November 3, 1998 general election ballot a referendum to amend section 1051 of chapter 46 of the New York City Charter (Charter) by requiring the establishment of a voluntary system of campaign finance reform defined as a system which will provide to qualified candidates for the offices of Mayor, Comptroller, Public Advocate, Borough President and City Council Member who “raise no more than 20% of the applicable voluntary spending limits from private contributions”…
