Before this Court in our original jurisdiction is the preliminary objection in the nature of a demurrer filed by the Pennsylvania Attorney General, representing Jeffery B. Miller, Commissioner of the Pennsylvania State Police (Commissioner) 1 to the “Civil Class Action”2 filed by Joseph Gensemer, Melvin Schwartz, and Darren Taylor (collectively, Named Petitioners), without counsel and bn behalf of themselves, all similarly situated Pennsylvania inmates,’ and those released who are subject to the provisions of what is commonly referred to as “Megan’s Law II” (Law).3…
