HANNA, Judge.

The plaintiff, Missouri Coalition for the Environment, appeals from the circuit court’s order granting summary judgment in favor of the defendants, the Conservation Commission of the State of Missouri and its members *529(Commission). At issue is a parcel of property located in St. Louis County, bounded by highways on the north and south sides, the Missouri River on the west side, and a levee on the east side.
