On the 22d of January, 1855, the General Assembly passed “An act in relation to County Seats,” which provides a method by which the citizens *7of any organized county in this State, may take steps for the re-locating of the seat of justice therein. This act was to take effect from and after its publication in certain newspapers therein named, and was published in such papers on the 31st of January, 1855.
