The Court is presented with cross-motions for summary judgment filed by Plaintiff Disability Rights New Jersey Inc (“DRNJ”) and by Defendants the State of New Jersey and Jennifer Velez in her official capacity as Commissioner of the New Jersey Department of Human Services (“DHS”).
