This is a suit by Anglo voters of Dallas County, Texas who maintain that their rights under § 2 of the Voting Rights Act of 1965 ("VRA"), 52 U.S.C. § 10301 et seq. , and the Equal Protection Clause of the Fourteenth Amendment have been violated by the absence of a second county commissioner district that is capable of electing a representative of their choice: an Anglo Republican.
