ORDER
TERRENCE WILLIAM BOYLE, Chief Judge.
This case is before the Court on the following motions: (1) the United States’ Motion to intervene in order to defend Section 1365 of the Clean Water Act; (2) Defendant’s Motion for More Definite Statement; (3) Defendant’s Motion to Strike; (4) Plaintiffs’ Motion for Leave to file Surreply; and (5) Defendant’s Motion to Dismiss Plaintiffs’ claims. The Court held a hearing on pending motions on October 30, 2001. All of the issues have been fully briefed and are ripe for ruling.
