INTRODUCTION
This matter is before the Court on cross-motions filed by several of the parties in this multi-plaintiff, multi-defendant lawsuit. Plaintiff Michigan Protection and Advocacy Service (“MPAS”) 1 , on behalf of fourteen Plaintiffs suffering from developmental disabilities, brings this action against fourteen Defendants.
