I would reverse the judgment, but for a different reason. The Welfare Department in its notice of suspension of payments gave the reason that, “Mr. Antonio Valenzuela was found living in the house.” The State Welfare Department, by Regulation 3-403 (6) (D) provided as follows: “The Employable Unrelated Adult Male In The Home. When an employable unrelated adult male is known to be living in an ADC household and it is apparent he is acting as head of the household, the grant will be discontinued on the basis the children are no…
