I. Introduction
In this case, plaintiffs, two lending associations within the Farm Credit System, are suing the Farm Credit Administration (“FCA”) for allegedly violating their right under the Farm Credit Act, 12 U.S.C. § 2001, et seq. (the “Act”), to be free from competition within their exclusive territories.
