RULING, ORDER, AND JUDGMENT

This matter is before the Court pursuant to Section 2 of the Voting Rights Act of 1965 (“VRA”) and the VRA amendments of 1982, 52 U.S.C. § 10301 (previously codified at 42 U.S.C. § 1973), the Fourteenth and Fifteenth Amendments to the U.S. Constitution, and 42 U.S.C. §§ 1983, 1986.1 Plaintiff Kenneth Hall and Plaintiff-Intervenor Byron Sharper (together, “Plaintiffs”) are African American citizens of the United States and residents of the State of Louisiana. They are *423residents of the City of Baton Rouge and are registered to vote there.
