Defendant-Appellant Ranson J.K. Bullard (Bullard) was convicted of excessive speeding, in violation of Hawaii Revised Statutes (HRS) § 291C-105(a)(1) and (a)(2) (2007) 1 for driving his vehicle at least thirty miles per hour over the applicable speed limit and/or in excess of eighty miles per hour.
