These consolidated appeals 1 arose because the appellants, Lynn Stevenson (Stevenson) and Sun Valley Ranches, Inc. (Sun Valley) did not conform to a Prairie Power Cooperative (Prairie Power) policy establishing a method to assure payment by its irrigator/members of their annual electric bills in advance of the irrigation season. In case 17327, Stevenson contends that, because the policy is unreasonable, he is entitled to damages for Prairie Power’s failure to supply him with electricity.
