I.INTRODUCTION

On May 28, 2007, what began as a routine encounter between a citizen and local law enforcement culminated with the Chief of Police of the Town of Mosses “tasing” Andrew Bash while Joyce Bash brandished both a barstool and a kitchen knife in his defense. In an instant, a reserve police officer who began this encounter unarmed found himself standing with gun-in-hand while the Chief of Police, who was the town’s only full time officer, was locked out of the scene.
