The amount in controversy in this case is small, and the plaintiff a very humble person, but- the principal involved is very important to the public, and, so far as we know, has not been settled in this State. The plaintiff, Lee Lin, a Chinaman, purchased in New York City, of the Pennsylvania Railroad Company, a “ through ” passenger-ticket to St. Louis, and received from an agent of that company the usual railway baggage-check, by which, in language familiar to all persons, his baggage was checked through from New York to St. Louis.
