Plaintiffs Montana Elders for a Livable Tomorrow, Montana Environmental Law Center, and Montana Chapter' of the Sierra Club challenge the United States Office of Surface Mining and Enforcement’s (“Enforcement Office”) decision to approve Signal Peak Energy’s (“Signal Peak”) application for a federal mining plan modification.
