On August 24, 1972, the plaintiff filed a petition with the board of appeals of Wareham (board) for a special permit (characterized in the petition form as a “Permit for a specific use which is subject to Board of Appeals approval”) to “allow [the plaintiff’s land] ... to be used as a ...
