This is an appeal by the city of Lubbock and its officials from a judgment requiring them to pass an ordinance providing for the creation of an examining and supervising board of plumbers, in accordance with Revised Statutes 1925, art's. 1076 to 1081, inclusive. The case was not tried upon an agreed statement as provided for by Revised Statutes 1925, art. 2177, nor is there a statement of facts in the record on appeal prepared under either Revised Statutes 1925, art. 2240 or art. 2244.
