GREENE, Judge.

The Attorney Grievance Commission, through Bar Counsel and in conformance with Maryland Rule 16-751, filed a Petition for Disciplinary or Remedial Action against respondent, Robert E. Cappell, alleging violations of the Maryland Rules of Professional Conduct (MRPC) 1.15(a), (b), and (c) (Safekeeping Property), 1 and 8.4(b), (c), and (d) (Misconduct). 2 We referred the petition to Judge Cathy H. Serrette, of the Circuit Court for Prince George’s County, to conduct a hearing and submit to this Court her proposed findings of fact and conclusions of law.
