Appeal from a judgment of the Supreme Court *866(Benza, J.), entered January 14, 2003 in Albany County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to, inter alia, review a determination of respondent dismissing petitioner’s request for review of a denial of his application to redetermine and adjust the 1999-2000 Oswego City School District tax levy apportionment.
