The petitioner, Azzedine Lattab, is an Algerian national. His case presents a gallimaufry of issues, including yet another in the series of retroactivity problems that have trailed Congress’s enactment of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, Pub.L. 104-208, 110 Stat. 3009-598 (IIRIRA).
