The city of Mobile passed an ordinance in words and figures as ‘follows;

“An Ordinance to levy a street tax
“Be it ordained by the Board of Commissioners of -the City of Mobile as follows:
“Section 1: That every inhabitant of tbe City of Mobile shall, on or after the first day of July of each year, and before September 1st, of each year, pay to the City Tax Collector for the use of the City of Mobile, an annual street tax of five ($5.00) Dollars; provided that any person liable for said street fax may, in lieu .of said tax, work six days on the public streets of tbe City of Mobile under the…
