BENSON, J.

This is an appeal from a judgment denying appellants’ petition for issuance of a writ of mandate against respondent, Board of Education of the Eureka City Schools (Board). The trial court found that the conduct of the Board in changing the grade of the pupil was a proper act and not prohibited by Education Code sections 49066 and 49067. Because we find error, we reverse the trial court’s judgment of denial and remand the cause with instructions to the trial court.
