Defendants-appellants appeal the refusal of the district court to award a reasonable attorney’s fee pursuant to 42 U.S.C. § 1988. Appellants John Larkin, Herbert Goodwin, and Fletcher Wiley are Commissioners of the Massachusetts Alcoholic Beverages Control Commission (Commission).
