Defendants Trevor Johnson, Roberts Carnes and Daniel Hunter were convicted in the United States District Court for the Southern District of New York (Richard Conway Casey, Judge) in 1998 for conspiring to commit extortion by use of actual or threatened force in violation of the Hobbs Act, 18 U.S.C. § 1951. See United States v. Mulder, 273 F.3d 91, 98 (2d Cir.2001). The District Court applied an enhancement based upon what it found to be relevant conduct — murder committed by a co-conspirator — and sentenced defendants to “harsh” sentences, id., ranging from…
