Moore, a resident citizen and a registered qualified elector of Mobile County, Alabama, and a member of the Democratic Party, filed his amended complaint seeking a declaratory judgment and injunctive relief (at the hearing, by agreement of all parties, the case was submitted to the Court on the merits) against John L.
