This case presents the question of whether the statute creating Tennessee’s nine congressional districts violates Article 1, Section 2 of the Constitution of the United States.

This statute, Chapter 4, Public Acts of the Extraordinary Session of 1965, T. C.A. § 2-502 (1965 Supp.), 1 amended the existing code section bearing the same number, which was codified from Chapter 251, Public Acts of 1951.
