Nationwide Mutual Fire Insurance Co. (Insurer) petitions for review of the Order of the hearing officer of the Bureau of Workers’ Compensation Fee Review Hearing Office (Bureau), which ordered the Bureau of Workers’ Compensation Fee Review Section to consider the merits of the Hospital of the University of Pennsylvania’s (Provider) Application for Fee Review (Application).
