Petitioner seeks review of an order of the Employment Relations Board (ERB) which dismissed its unfair labor practice complaint against respondent (District). We reverse and remand.

Petitioner represents a bargaining unit of District’s classified employes. It included two secretarial employes, Merrill and Steward. They worked in the office under the direct supervision of Crawford, a school principal.
