We issued a writ of certiorari in the present case, while the appeal was pending before the Court of Special Appeals, to resolve legal challenges related to the City of Rockville’s (“the City”) 2005 rezoning of Anderson House, LLC’s property (a former residence converted to office use), in consolidated cases 266338-V, Petition of Anderson House, LLC for Judicial Review of the Decision of the Mayor and Council of Rockville in the case of Zoning Map Amendment 200^-00091, and 270350-V, Anderson House, LLC v.
