This is an appeal from a judgment of the United States District Court for the District of Columbia wherein the appellant’s motion for summary judgment was denied and appellees’ motion to dismiss the complaint was granted.
This suit was instituted by the appellant, a citizen of the United States and the Commonwealth of Massachusetts, then residing in England, against the appellees, both as individuals and in their respective official capacities as officers of the United States.
