These are applications for writs of mandamus to compel the respondent to issue certificates of registry for the vessels “Euterpe,” “Willscott” and “Ealls of Clyde” respectively.

The case of the “Euterpe” is thus stated in the decision of the Circuit Judge:

“Petitioner alleges in his petition that he is a Hawaiian citizen, and the sole, actual and bona fide owner of the ship called the ‘Euterpe,’ now lying in the port of Honolulu, that said vessel is foreign built and was acquired by petitioner by purchase and that there is no citizen or subject of any foreign…
