The principal question posed by this appeal is whether, under the fact situation presented in this case, an administrative officer knowingly may disregard legislative mandates and a final judicial decree by a court of competent jurisdiction.
At first blush, the problem before us appears to be one upon which the courts of this State have frequently written in recent years.
