DIANA GRIBBON MOTZ, Circuit Judge:
This case grows out of a federal task force’s investigation of drug trafficking in a public housing project in Baltimore, Maryland. That project, the Westport Housing Project, contained an area known as Maisbury Court that operated as an open air drug market.
