I. INTRODUCTION

Now pending before the Court is the defendants’ motion to dismiss the plaintiffs complaint, which alleges a variety of civil rights violations stemming from the issuance of a citation to the plaintiff by an off-duty police officer following a traffic dispute between the officer and the plaintiff. The motion is fully briefed and ripe for disposition.
