BAUER, Circuit Judge.

Title VII of the Civil Rights Act of 1964,42 U.S.C. § 2000e et seq. is not an insurance policy against unemployment for poor or insubordinate job performance. Rather, it prohibits discrimination in employment, as relevant here, on the basis of race. In this case, Gary Kirk, who is black, sued the Federal Property Management Corporation (“FPMC”) and Weyerbacher Terrace for alleged violations of Title VII.
