Louis Construction, Inc., (SJL) brought this diversity action requesting injunctive and declaratory relief and later filed a motion for temporary restraining order against Defendant Lewis & Clark Regional Water System (Lewis & Clark) for alleged violations of South Dakota’s competitive bidding laws in connection with a construction project for which SJL was an unsuccessful bidder.
