This case came before the court on March 26,1997, for a bench trial on the Plaintiffs claims against the last remaining Defendant, Jerome Greenberg. The Court has considered the evidence presented, the arguments made, and the briefs filed. Its opinion follows.

The Commonwealth originally brought suit against Allstate Express Check Cashing, Inc. (Allstate).
