On November 19, 1987, the appellant, Danny E. Johnston, was arrested by a Kansas City, Missouri, police officer. He was charged with four municipal ordinance violations: careless driving, operating a motor vehicle while under the influence of intoxicating liquors, attempting to elude a police officer and operating a motor vehicle while his license was suspended or revoked.
