The Port Authority of Allegheny County (Authority) appeals from that portion of the July 11, 2007, order of the Court of Common Pleas of Allegheny County (trial court) granting, in part, the petition for appointment of viewers (Petition) filed by Michael J. Colombari and Roberta L. Co-lombari (the Colombaris). The Colombar-is cross appeal from that portion of the trial court’s order sustaining the Authority’s preliminary objections to the Petition to the extent that the Colombaris alleged a de facto taking of property under the former Eminent Domain Code (Code). 1 We…
