This is a class action brought against officials of the State of North Carolina in behalf of a class of minors whose special characteristics — mental, emotional or neurological handicaps, violent and aggressive behavior — allegedly entitled them under the federal constitution and federal and state statutes to special treatment and education by the State that was not being provided.
