On March 22, 2012, this Court granted summary judgment to Plaintiffs Natural Resources Defense Council, Inc. (“NRDC”), Center for Science in the Public Interest (“CSPI”), Food Animal Concerns Trust (“FACT”), Public Citizen, and Union of Concerned Scientists, Inc. (“UCS”), (collectively “Plaintiffs”) on their first claim for relief. See Natural Res. Def. Council v.
