Petitioner Shawali Kahn was in U.S. custody from November 2002 through De*87cember 2014. For most of that time, he was detained at the U.S. Naval Base at Guantánamo Bay, Cuba. Since 2008, Kahn and the Ünited States have been engaged in lengthy habeas corpus proceedings, through which Kahn has attempted to challenge the legality of his detention.
