Plaintiff Municipal Authority of the Town of Bloomsburg operates the town’s sewage disposal system. Defendant “Penn Prime Trust” is plaintiff’s insurer under a liability insurance policy. On July 30, 2004, plaintiff filed a complaint against defendant seeking declaratory judgment. In particular, plaintiff seeks an order directing that defendant provide plaintiff with defense coverage (attorney’s fees) for two actions.
