¶1 Melinda Speelman challenges the trial court’s denial of her request for a preliminary injunction in her action contesting the termination of her family’s Section 8 housing subsidy. The Bellingham Housing Authority (BHA) knew that Speelman was incarcerated at the What-com County Jail when it sent a letter to her home address notifying her that it was terminating her housing assistance payments.
