DEVINE, Chief Judge.
This is a class action wherein plaintiffs, recipients of public assistance benefits, challenge the administration of the Aid to Families with Dependent Children (“AFDC”), food stamps, and Medicaid programs by defendants, officials of the New Hampshire Department of Health and Welfare.
