The Commonwealth of Pennsylvania, Department of Transportation, Bureau of Traffic Safety (DOT) appeals an order of the Court of Common Pleas of Lancaster County sustaining four appeals filed by Laura Vanderbilt Heisterkamp (Heisterkamp) from 23 notices,, of suspension of her driving privileges imposed by DOT pursuant to the former Section 13(m) of The Controlled Substance, Drug, Device and Cosmetic Act (Drug Act), 35 P.S. § 780-113(m),1 and re*264storing her driving privileges.
