These consolidated administrative appeals are before the Court for decisions. Champlin's Realty Associates ("Champlin's," "Applicant," or "Plaintiff") brings the appeal in PC-06-1659 challenging the denial of its application to Coastal Resources Management Council ("CRMC") to expand its marina.2 Champlin's, a Rhode Island corporation, operates a marina in the Great Salt Pond in New Shoreham, Rhode Island ("New Shoreham" or "Town").
